Report on Delta State Technical Working Group (TWG) Drafting Meeting for the Domestication of National Guidelines on Alternative Care of Children

The Delta State Technical Working Group (TWG) on domestication of the national guideslibes for the Alternative Care Of Children In Nigeria held a drafting meeting on the 8th of September 2025 at the conference room of the Minstry Of Women affairs Community and Social development to review and adapt the National Guidelines on Alternative Care of Children for implementation in Delta State. The meeting brought together key stakeholders from the Ministry of Women Affairs, Community and Social Development, Ministry of Justice, civil society organizations, and child protection experts.
The session focused on aligning the national framework with the state’s specific context, structures, and child welfare systems. Participants examined provisions related to family-based care, foster care, kinship care, residential care, and aftercare support, ensuring that the guidelines reflect Delta State’s realities and priorities. Key outcomes of the meeting included: Consensus on the need for a Delta State-specific framework that upholds the principles of the UN Guidelines for the Alternative Care of Children. Drafting of sections addressing local operational procedures, roles of stakeholders, and monitoring mechanisms. Agreement on a timeline for final validation and adoption by the Ministry Of Women affairs Community and Social Development.
The meeting concluded with a commitment from all partners to continue providing technical and institutional support to ensure the effective domestication and implementation of the guidelines in Delta State.
