Mega Impact Foundation's Contribution To Delta State Anti-Human Trafficking (Prohibition) Law 2024
Our submission is from a youth-focused perspective which is vital in ensuring that the law effectively addresses the needs and realities of children and young people who are disproportionately affected by human trafficking. The UNODC Global Report on Trafficking in Persons (2020) notes that children constitute 34% of detected trafficking victims globally, with girls being the majority of child victims.
The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) reported that 60-75% of trafficking victims rescued in recent years were under 18 years old. Many are trafficked for domestic servitude, forced labor, and sexual exploitation locally and internationally.
As representatives entrusted with shaping policies for the betterment of all citizens, it is imperative that we address these challenges head-on and pave the way for a more inclusive future.
Our Contributions
• Functions and Powers of the Task Force ( page 13) number 7
Under Number 1 Section (c) our contributions
That as part of its programs the Task Force include Youth-Centric Prevention Strategies exploring digitally-driven mass media campaigns.
• Digital Safety: Addressing the role of social media and online platforms in trafficking, with specific measures for digital safety education for young people.
Under point (iiii) to develop educational programmes to address gender discrimination and promote gender equality and respect for the dignity and integrity of every human being:
• To also consider interventions that focus on crime prevention and developing the boy child as agents of change.
Under point (v) reduce the factors that facilitate the exploitation of persons
• Create more Targeted Interventions: to support more youths who are most at risk of trafficking, such as out-of-school youths, street children, and those in conflict zones or impoverished communities.
Under section (d) establish procedures to collect data and promote research regarding the scale and nature of trafficking in persons, the factors that facilitate trafficking in persons and best practices for prevention of trafficking, assisting and protecting victims of trafficking
• Youth-Focused Data: collection of data on trafficking cases involving young people to better understand trends, risk factors, and the effectiveness of interventions, allowing for evidence-based policy adjustments cannot be overemphasized.
Under number (2 ) page 14 : the task force may appoint one or more committees to carry out such functions of the Task Force as it may determine , provided that the decision of such committee shall not have effect until it is confirmed by the Task Force.
• It is vital to also include children focused organizations as part of such committees so they can be carried along in these processes as data shows that more children are exposed to trafficking.
Conclusion:
In conclusion, children and young people are often targeted due to their vulnerability therefore a youth-centered approach ensures that the specific needs, rights, and challenges of young people are addressed, making the law more effective in preventing and combating trafficking.
Thank you for your attention and consideration.
Sincerely
